Mobility Plan 2035

Los Angeles is a constantly changing city, as all cities are, so we need a change in our mobility plan.  The 2035 Mobility Plan is a lot different than the current plan.  It embraces a future of reduced single occupant vehicle travel (& obsession) and increased bicycling, walking, sharing, and public transit options for getting around the city.  It’s good for the environment and the economy.

Mobility Plan 2035 Highlights & Benefits:

  • Mobility Plan 2035 is Los Angeles’ first comprehensive update of its transportation and mobility policies since the 1990s, creating a new policy foundation to complement and capitalize upon the nation’s largest local investment in new transit infrastructure.
  • An Integrated Network: The Plan seeks to balance the needs of all road users and guide the City’s future mobility decisions, creating a comprehensive, integrated and connected network for all modes.
  • Complete Streets: The Plan incorporates new State requirements focused on Complete Streets, making our streets work for everyone – people who drive, people who walk, people who bike, and people who take transit.
  • Public Engagement: The Plan’s priorities emerged from an extensive public outreach campaign, “LA2B,” that included multiple regional “think lab” workshops, an interactive “Great Streets, Great Neighborhoods” activity kit for all Neighborhood Councils, and an online “virtual” town hall that engaged diverse, younger, and non-traditional participants, from 79 zip codes.
  • Key Policy Objectives: The Plan establishes new policy objectives within the City’s guiding vision document, its General Plan, including objectives to: decrease transportation-related fatalities, establish slow school zones, provide frequent, reliable on-time bus arrival, increase vehicular travel time reliability, expand bicycle ridership, expand access to shared-use vehicles, share real time information to inform travel choices, and increase economic productivity by lowering the overall cost of travel.
  • Smart Investments: The plan’s seeks to move the City beyond its piecemeal and often-disjointed approach to transportation and street improvements, instead concentrating and prioritizing new public investments on the coordinated build-out of integrated networks and on mobility projects that will provide the most benefits for the greatest number of users.
  • Health and Safety: The Plan establishes the principle of “Safety First” as the new number one goal for the City’s transportation system – a goal that aligns with LADOT’s new “Vision Zero” initiative that aims to eliminate transportation-related deaths in Los Angeles.
  • Equity: The Plan increases mobility options for traditionally underserved neighborhoods and vulnerable populations that cannot afford a car, providing better access to jobs, schools and activities.
  • Access: Full implementation of the Plan would triple the number of Los Angeles residents living within a quarter mile of a high-quality transit facility and would more than double the number of jobs located within a quarter mile of such transit facilities.
  • Choice: The integrated networks will give every Angeleno new mobility choices – high-frequency transit lines, safe bicycle networks, enhanced pedestrian amenities, “mobility hubs” connecting transit stations to key employment and activity centers, and vehicular-enhanced streets with more reliable travel times.
  • Reducing trips: We can no longer create enough new capacity to build our way out of our traffic problems: we can best enhance mobility by reducing vehicle trips and vehicle miles traveled.  Full implementation of Mobility Plan 2035 would take 219,000 trips off of our roads every day, and result in 1.7 million fewer miles traveled every day.
